back「支援する」動詞verb = supported by –
see「見る」ですが、ここでは「目の当たりにする」
see A＋動詞の原形「Ａが～するのを見る」、seeのほかにも、watch、hear、feelなどの知覚動詞や感覚動詞と呼ばれる動詞はこれと同じ形で使うことができます。
例えば、I heard the boy scream.「私はその少年が叫ぶのを聞いた」
名詞としての rebel「反逆者、反抗者」、ここでは「反政府勢力」
動詞としては「（政府・権力などに）反逆する」、形容詞としては「反逆の、反政府の」
動詞 launch、ここでのattackのほかにもさまざまな目的語を取ります。
launch a campaign「キャンペーンを開始する」
launch a rocket「ロケットを打ち上げる」
launch a product「製品を売り出す、市場に出す」

前のセンテンスに出てきたrebelsの名称が、the Houthis「フーシ派」です。
フーシ派はアラビア半島の南端に位置するイエメンの反政府勢力で、２０１５年以降、首都サヌアを武力で掌握しています。(The Houthis are a Yemeni rebel group located at the southern tip of the Arabian Peninsula, and have taken control of the capital Sanaa by force since 2015.)
put – back 、「～を元の場所に戻す」
put the Houthis back on their list「フーシ派を彼らのリストに戻す（再び載せる）」
designate「指定する」
例えば、The mausoleum is designated as a UNESCO World Heritage site.
その霊びょうはユネスコの世界遺産に指定（登録）されている」

テロ組織に指定することで、アメリカ政府は、フーシ派のメンバーやその支援組織に対し、資産凍結などの制裁を科すことができるようになります。軍事面と財政面でフーシ派への圧力を強化するねらいがあるとみられます。
(Designation as a terrorist organization allows the US government to impose sanctions such as freezing assets on Houthi members and their supporting organizations. It appears that the aim is to increase pressure on the Houthis both militarily and financially.)
アメリカ国務省のマシュー・ミラー報道官の言葉です。フーシ派をテロ組織に指定した理由についてミラー報道官は、アメリカが外交圧力を強め軍事攻撃に踏み切ったにもかかわらず、フーシ派の攻撃が収まっていないと説明したうえで、「今回の措置は一連の攻撃への対応だ」と述べました。

shipping「（船での）輸送、海運」
danger「危険」に「～の状態にする」を意味する接頭辞 en-が付いた endanger「危険にさらす、危うくする」という動詞ちなみに、endangered species 言えば「絶滅の危機に瀕した種、絶滅危惧種」
disrupt「妨害する、邪魔をする」

ビジネス英語では近年、ある業界でそれまでの業態を根底から変えてしまうような刷新を起こすことを、disrupt という動詞で表現することがあります。
(In business English, the verb “disrupt” has recently been used to describe a revolution in an industry that fundamentally changes the way the business has been operating up to that point.)

また、そのような意味でdisruptする企業や個人は、disruptor「ディスラプター、破壊者、破壊的企業」
mariner「船乗り、船員」同じ意味の sailor に比べると mariner は比較的古風で、文学で用いられるイメージがあります。

紅海とスエズ運河を経由する航路はアジアとヨーロッパを結ぶ重要な海上輸送ルートですが、相次ぐ攻撃を受け、海運大手各社はう回などの対応を余儀なくされています。
