彼女は whether or not to + 動詞、というフレーズを使って、「スパに行くかどうかまだ決めかねている」 というキモチを表現しています。
この表現は、 ある行動を取るかどうか迷っている際に使う表現です。 エミリーは、スパそのものはリラックスできそうだけれど、母親と2日間過ごすのはちょっと…と思っているわけです。
