accuseの基本的な意味は「主張する」こと、ある人が別の人に対して「『おまえは～（ある悪いことを）しただろう！』と主張する（ことで非難する・責める）」こと。

Yes, for example, when someone accuses him of wrongdoing, he is not necessarily to be blamed. They are only claiming that he did something wrong.(そう、例えば、誰かが彼の不正行為を非難したとき、必ずしも彼が非難されるとは限らない。彼らは彼が何か悪いことをしたと主張しているだけなのだ。)
