1月1日に発生した能登半島地震で被災した地域を支援しようと、ふるさと納税を利用した寄付の動きが広がっています。((There is a growing movement of donations using hometown tax payments to support areas affected by the Noto Peninsula earthquake that occurred on January 1st.)
a rising number of people -,「～する人が増えている」という意味でよく使われます。rising の代わりにgrowingを使うことも。
offset「相殺する」という動詞
ほかの自治体に寄付を行い、その分の税額控除を受けることで自分の住む自治体に支払う税額を相殺する（offset their taxes）ことが可能になるふるさと納税の制度を説明しています。(This article explains the hometown tax donation system, which allows you to offset the amount of taxes you pay to your own municipality by donating to another municipality and receiving a tax deduction for the donation.)

動詞形 donate「寄付する」、次のセンテンスに。

「ふるさと納税」が日本語のまま Furusato Nozeiと使われていますが、ニュースの見出しにあるhometown tax plan (systemまたはprogram) や、hometown tax donation のように訳すことも。
本来は地方から都会に移り住んだ人々が自分のふるさと（hometown）の自治体を財政的に支援するために寄付を行い、その分の税額控除を受けることができるという制度です(Originally, hometown tax donation is a system in which people who moved from rural areas to urban areas can make donations to financially support local governments in their hometowns and receive tax deductions for the donations.) が、実際にはこの文にもあるように、自分が現在住むところ以外の自治体であれば different municipalities「さまざまな自治体」に税額控除つきの寄付が可能。
「異なる」という意味でよく使われる different ですが、ここでのように「さまざまな」という意味。
