アメリカのジョー・バイデン大統領と中国の習近平国家主席はアメリカ西海岸のサンフランシスコ近郊で１年ぶりに首脳会談を行い、国防相会談を再開させることなどで合意しました。ただ台湾をめぐっては議論は平行線をたどり、立場の隔たりも浮き彫りとなりました。(U.S. President Joe Biden and Chinese President Xi Jinping held a summit meeting for the first time in a year near San Francisco on the west coast of the United States, and agreed to resume defense ministerial talks. However, the debate over Taiwan ran on parallel lines, and the gap in position became clear.)

on the sidelines of -,「～（他の会議など）に合わせて、～のついでに、～の脇で」
国際会議（ここではAsia-Pacific Economic Cooperation forum）などが行われている合間で２国間の首脳会談が行われる場合によく使われる表現です。
Asia-Pacific Economic Cooperation「アジア太平洋経済協力（会議）」は太平洋を囲む２１の国と地域でつくる経済協力の枠組みで、APECと略されます。
ここでのforum、今回のＡＰＥＣの集まり、forum「公開討論会」

今回の首脳会談は、現地時間の１１月１５日（日本時間の１６日）に行われました。

このセンテンスは、意味的には dialogue between their countries’ militariesでいったん区切れ、その後ろはand (between) the leaders themselvesと解釈
今回の首脳会談は、両国の対立が深まる中、不測の事態が衝突へと発展しないよう軍どうしが連絡をとりあえる環境を築けるかが焦点となっていました。
(The focus of this summit meeting was whether to create an environment in which the militaries can communicate with each other to prevent unforeseen situations from escalating into conflict, as the conflict between the two countries deepens.)
首脳会談のあとに開かれた記者会見でのバイデン大統領の言葉です。

なお、２国間の首脳どうしを結ぶ直接電話回線なら、hotline「ホットライン」

アメリカは、台湾は中国の一部だと主張する中国の立場を認識するという One China policy「１つの中国」政策を掲げていますが、一方で台湾の防衛への関与を強めており、中国は神経をとがらせています。
